NAIP: set subscriber content access & now Acquisition Date format is different in Web Map vs WAB

I have a web map/app with a NAIP image layer I created via subscriber content access.  The Acquisition Date in the layer popup displays differently in the web map vs web app.

I zoomed in to see the NAIP image and popup in each of the three scenarios:

WEB MAP:  click popup -- correct Acquisition Date format

WEB APP, edit mode:  not so much

WEB APP:  ditto

Untouched date format:

How I got here:

• Created Content > New Item > NAIP URL > stored my credentials > Saved
• Left the popup unformatted to confirm I had not modified the popup display
• In map viewer, filtered the layer for Year
• Saved as a new map
• Created a WAB launchpad app
• Added new map
• Ran the three tests above

I have temporarily shared the layer publicly.

BTW - The NAIP imagery layers were all updated in the past couple of weeks.  Timing is remarkably similar to the timing of this issue.
