Zone Lookup Panning but not Zooming

I have a zone lookup app with the following style results.
When using the app if I hover over or click on a search result it will pan to the center of the feature but it does not zoom to the extent of the feature. Is there a way to get it to zoom to the extent of the feature?
You can see the behavior in the Find Your Legislator app when you hover over or select the congressional district.
