As a municipality we are using public facing apps.
In contrast to the previous generation of apps, we have noticed that the New Map Viewer and Instant Apps show popup information in a random order. With multiple polygon layers configured in the web map, this is confusing.
For user friendlyness it is desired to display the popup information in the same order as the configured layer order. In other words: show top-most feature first in popup window.
This is what an end-user expects from from his/her intuitive use.
