Please, why is this basic option not available? For example: representing quantitative values on the map only by size or color symbol is not appropriate.
I'm not sure I understand your example perfectly. Apologies if I am misunderstanding.
The verdict is still out on thematic map labels. In fact, a lot of cartographic research demonstrates the opposite of what I believe you're arguing here.
It is generally appropriate to represent quantitative values without data labels, as it reduces cognitive load during visual interpretation. For actual values, someone can look at a table or chart that is linked to the mapped value.
However, I understand sometimes you may want to add data labels to your map visualizations. Every design case is different, so it may be a good idea to add that option.
