Where does the "Source" filter come from when browsing datasets in Open Data?

Do you know where the "Source" filter comes from when browsing datasets through Open Data? We see one that we would like to clean up, but I can't find where the field is being pulled from. I don't see it anywhere in the item detail page in ArcGIS Online. The dataset owner said that rogue source is old from 2003 and the dataset has been updated several times since then.

Here is our Open Data site. Scroll down and look on the left side to filter by "Source".

Here is the dataset in Open Data that has the source we want to clean up:

I can't find anything on this page that corresponds with that source.

It has been our Bureau's understanding that the Sources that show up on the Source Filter are typically pulled from the metadata. The first place it looks to pull the information is the Resource > Citation > Contact > Organization Name (in the ArcGIS Format metadata). If Hub doesn't find it there, it is our understanding that it will look in the following additional places for the information to populate the Source Filter:
