Special Event Permitting Solution with Hub Premium

Does anyone have experience with this solution and if they would recommend it or not?

Our organization is interested in the Special Event Permitting solution for local governments. I am unable to even deploy the solution because we only have ArcGIS Hub Basic. I can't even see how the solution works without a license for something we might never use.
