I have a Data Hub that is publicly accessible (https://mdeb-nefsc-noaa.hub.arcgis.com ) and includes 14 feature services in the Data Catalog. The feature services are all public and they are all part of a public group that populates the Data Catalog for the Hub. All feature services display in the catalog when I am logged into my AGOL account. However, when I log out to view the Hub as the public would, there are only 11 feature services. I cannot find any reason why the 3 missing feature services would not display in the catalog (again, they are shared with the public and part of the public group that populates the hub catalog).

We just had a similar issue... after talking with an ESRI rep, we followed these instructions they gave us. It took a couple of hours to register, but it eventually worked. Hope it works for you!
