Add Grouping and Auto-Arrange to the GeoEvent Service Designer

The current service designer has extremely limited layout controls and are almost useless for organizing flows. This idea is to suggest some level of parity with the ArcGIS Pro Model builder in terms of Groups and Auto Layouts.
