One more question. What does it mean "not certified"?
Does it mean that ArcGis Mobile don`t work at all on Windows CE, or it can work partially?

It's not that ArcGIS Mobile would not run on the Windows CE platform, but it's the fact that there are so many variations of Windows CE (e.g. POS Systems, Micro Kiosks, Scanners, etc.)
