Street Map (.navmap) basemap not recognized in Mobile Project Center

I am trying to create a Street Map basemap for ArcGIS Mobile and can not add it to my project (.wmpk) in ArcGIS Mobile Project Center.  I created the navmap using the ArcPad 8 StreetMap Premium Tele Atlas data clipped to a smaller area with the data extractor.  I am guessing that ArcGIS Mobile 10 can't use the ArcPad 8 StreetMap data but then I wonder what StreetMap data is compatible.

I followed the instructions below and get stuck on step 3.  The Add button is never enabled.
