Is there no license authorization for mobile?

ArcGIS Mobile does not contain any software copy protection, rather it is covered by paper license only.

No changes to the current licensing structure of ArcGIS Mobile have been published. The current licensing model is that ArcGIS Mobile requires Advanced Enterprise and includes 50 deployments. Additional deployments can be purchased for an additional cost.

Is see, JTX used to do that too.  I think people may cheat, and install all over.  My thoughts.  More flexible for you, though.
