Where is ArcGIS Mapping Configuration Files library?

I've found the help document on how to change the default basemap, but in my site collection, I do not have the document library that the help article says the DefaultConfiguration.xml file is in.  I do see the ArcGIS Mapping Extensions and ArcGIS Mapping Symbols document libraries, but not this one.

Any help on this would be greatly appreciated.  Thanks ahead of time!

Having the same issue here, AGS for SP v.2.1.1 on SP 2010. I'm a member of the SP Administrators group, but not seeing the ArcGIS Mapping Configuration Files under the Document Libraries section of All Site Content.

I think that ArcGIS Mapping configuration files are shared between the site in site collection. So document library may not be available at site level. if you create the  document library with same name and add the config file with same name it should work.
