Unique Value Order

Simple question - but it is alluding me:
When using Symbol: Unique Value

How do you change the order of each unique value
Ex: move them up or down - can't seem to find the button that does that
But I'm sure I've done it before!

Or how to just display the symbols from the published map service would be even better!

Originally I posted my REST mapservice as a layer

I readded it at the top level of the mapservice and it retains the symbology
