I have installed office2016 ，the operating system is win7 64bit，
esri Maps for office 3.1 can not intall on office2016.
How to solve this problem?

A quick search on GeoNet reveals links... did you exhaust a query here? The results are mixed, although it isn't supported some report it works... go figure.
