Variance in offline map packaging time and success

I am experiencing wide variation in the time it takes to package offline maps in AGOL, from 10 minutes or so for a ~300 MB map to the packaging apparently being hung up and so I abort. This is challenging, as in the testing phase of my field maps forms I am doing a considerable amount of packaging of offline maps.

Is there a way to diagnose or predict when packaging will take a long time? As it stands, I don't know how long to wait before I give up.

Perhaps there is a time of day that works best?

After the packaging hung up yesterday, the same areas packaged today, each of 4 areas in around 3-4 minutes apiece.

Agreed - it is totally random and there is 0 communication from ESRI on why these issues occur (and then don't occur).
