Offline map area always failing

Even after I publish a map with zero layers on,, and making a very small area with low detail, I still get an error saying map area failed. There is zero feedback on WHY it has failed so I can't provide much else I'm afraid. Any help would be appreciated. Thanks 🙂

Are you using ArcGIS Online or ArcGIS Enterprise?

If you are using ArcGIS Enterprise have you followed the steps here: Use an Esri basemap offline?
