Manual location not allowed despite being turned on

I have a field map I am working on where I want to allow users to manually add points, however, field maps is giving me this notification when I try and manually add a point.

I have the settings that allow manual collection turned on, but it is still giving me the above error.

Are there other settings that impact this?

Do you have z-aware features? I just encountered this and fixed it by republishing my service and checking the box for "apply default to features with z-values" under Configuration > Feature.  See also: Unable to Add Point Features beyond the User’s Location in ArcGIS Field Maps
