Fieldmaps and Trimble DA2

Can someone point me out why two different maps in the exact same area, using the same background imagery (basemap), and same profiles (in both trimble and fieldmaps) show different accuracy levels within field maps.  Our Catalyst DA2 subscription is 10cm (=4"), and correctly shows that within the Trimble Mobile Manager.  When I open one Map (for Utility A), I correctly get 4" accuracy within fieldmaps as it connects to the DA2 antenna.  However for the second map (Utility B), I am only getting 6.9 to 7" accuracy using the same DA2 antenna at best, within fieldmaps.  It is the same exact area being surveyed using the same profiles for TMM and Fieldmaps.  

I've reviewed the both Web Map settings and have the collection accuracies set correctly.   We all have the same version of Samsung Galaxy 4 active tab pro, TMM, Fieldmaps.  Features were published using same setup (ArcPro 3.2 to Enterprise 11.2 ).  Web Maps shared off same enterprise portal, coming from the same database.

Is there something in the publishing of the features that I'm missing that would skew any accuracy?  Both maps are pulling from the same Oracle DB schema and are in the same projection/coord system.

Are you testing both the maps side by side at the same time? Measurements can vary from time to time during the day depending on satellite geometry and environmental factors. And can you recheck if it is 7 inches or 7cm. Trimble Subfoot R2s used to converge down to 7cm. You can change the accuracy units from app's "Units" settings.
