Field Maps trying to access ArcGIS Online Utilities Services?

Hello all,

We have a Multimachine ArcGIS Enterprise 11.3 Deployment in an air-gapped environment with no internet access.

When we try to access and save field maps forms through Portal Apps, it through an error shown below and tries to access the default AGOL Utilities services, which definitely our environment does not have access to.

My query is to know if its by default/design for the field maps to send request to the ArcGIS Online Utilities Service(Geometry)? Even if we have our local services(utilities) been configured with the portal? 

Any help on this would be highly appreciated!
