I want to create a map of locations in TX in which my field workers are able to enter notes and pictures. I also want them to be able to pin new locations as they find them and then add notes answer pre populated questions and add pictures. I want to publish this to the public so that the recruiters don't need to have an esri account. I would also like them to be able to use it offline.
I want to be able to download this information and analize it each week in Excel.
From what I understand Field Forms can allow me most of this but unable to analize. What should I use? Thank you.

So you can use Survey123, you would need one license for the creator, but if you share it out for anonymous entry, then the recruiters would not need a license.
You can actually add points and pictures which is great, here are two links that explain the process:

Personally, I like Field Maps for the ease of use and ease of setting up, but if you're looking for a more affordable choice, Survey123 may be the right move for you!

So just to be sure, you would like your internal Field Workers to use the app to enter notes and pictures, and place points with predefined questions.
You then want this to be viewable by the public so recruiters do not need an Esri account.
Will the recruiters need to edit any of the information?
This is possible, you can use Field Maps to do this, but you will need a Mobile Worker license at least for the users to enter points. The smart forms on Field Maps can be configured to have the prepopulated questions appear when a new pin is placed down, but the pin would need to be a point feature on the layer itself.
If you want the recruiters to simply view this information and the public to do so, you would need to have a map that is shared to "Everyone" which has the information you'd like the public and recruiters to see. I would ensure that the edit ability on this shared map is limited to view only, so the public isn't able to edit it, they would not need an Esri account for this.
To download from Excel, you can export the feature layer to CSV and then convert to Excel here on the "Export data from hosted feature layers or hosted tables" section https://doc.arcgis.com/en/arcgis-online/manage-data/use-hosted-layers.htm
Or you can create a Notebook script to do this as well.

No, just fill in the form and add pictures.
From what you tell me, we would need to get the a Mobile Worker license. Would it be 1 license or do I need a license per recruiter?
Also, if I understand correctly, I will be able to download the answers to the forms to an csv file right?

No problem! If the recruiters need to fill in the form and add pictures, they will each need a Mobile Worker license to do so you are correct.
You're also correct on the CSV file, since the recruiters are filling in the questions, they just end up on the feature layer as a row, so exporting the information would have each item the recruiter has entered!

One last question if I may.
Would it be an alternative to do a Survey123 instead of paying for a mobile worker license for each user? As I understand they can't attach pictures or add new points but that would be the only thing correct?

Wow this is great! Yes, I need the most affordable way to get the answers from many recruiters scattered in the country that are not full time employees so it would be very costly to do the forms option. I have my license to create already so this is perfect 🙂
