Ant-Aliasing/Image Format

I have a web map with a dynamic map service(ArcGIS Server).  The dynamic service has the anti-aliasing set to Best, force for text. The map looks great in the AGO web viewer..... In the explorer app I get  broken lines, white backgrounds, etc.  Screen shot attached for reference.

Is the explorer app not requesting PNG32 images?  Any immediate options to get a better looking image in the app?
