With Explorer for ArcGIS Windows version, it seems that the measure tool works differently than pretty much all other GIS app in that you have to move the map around and click a button to set the from and to points rather than click the from and to location on the map. This inconsistency is less than ideal for our field users that are already used t the iOS version of Explorer. Some of them will be using both Windows and iOS so having the tools work at least somewhat consistently would be ideas.
