ArcGIS Explorer desktop is an attractive client for GIS services in my organization for project scientist and project managers. I set up nice scale dependencies in for the GIS services (ArcGIS Server 10), but Explorer will not see them when clicked with the hand - only layers without scale dependency are returned in the features found box. This is true wither or not the layer is in the active scale, when I bring the service into ArcMap the service behaves as expected with the 'i' button. Is there a workflow or setting on explorer that can address this or is this just an inherent limitation of the environment?
