Raster classification on the fly

I'm hoping someone will be able to help me here with an ArcGIS 9.3.1 problem.

Scenario:
In a viewer I have:
an aerial photograph
On top of that I have Floating point raster vegetation index layer (NDVI or similar).

I want to be able to classify the vegetation index layer on the fly into binary classes, one or zero, with a most basic 'greater than' threshold, preferably by using a slide bar control which updates the raster's legend as you are sliding.

This will effectively be an interactive classification tool on the fly.

I am stumped at the very first hurdle though, trying to find out how to add a slide bar control into ArcMap.

Any help would be gratefully received.
