I saved ESRI's imagery base map out as a layer file (from arcGIS Desktop 10.0) because our internet is slow and the base map is faster as a base map layer saved to our server. However when our users load it onto arcGIS Explorer another layer (the parcel layer doesn't show lines). I thought maybe it had something to do with being saved as a layer so I had one user select it from arcGIS Online Basemaps. When she did that, the parcel lines showed up, but she lost the ability to turn on the transportation layer. How can I get my user to be able to have both the ability to turn on the transportation labels within the basemap AND be able to see the parcel lines from another layer? The layer is above the basemap so that is not the issue.
