Layer Order?

Is the first layer in the contents window suppose to be on top?

I have a map service and image service in the contents window.  Even when the map service is on top of the image servcie in the contents window, the map service is always displayed below the image service?

How do I move layers up in the layer draw order?

from Home tab go to Manage Layer. There you can arrange layers in the order you want them to draw on the map.

Hey.

Is there a way to add raster data beneath all existing layers in the map automatically? The thing is that i have a lot of different layers in the map already and it takes me a lot of time reordering layers everytime i add raster data.
