inconsistent extent warning message

I am a very new GIS user, and have recently received the "warning: inconsistent extent" message when loading a new shapefile,(InfoUSA).  Two files are projecting well (Pipeline and County), but the third (InfoUSA) has an error message.  I've attached the properties of all three files..

Please help... Thank You so much..
