Difficulty updating shared .ncfg file

I have a configuration file that references an Explorer map on our file server. The process of sharing this ncfg file worked just fine. But, when I update the referenced map (add new layers, for example) the configurations that I shared with my end users is not updating to reflect the changes. If I get into the arcgis explorer folder on the local machine and open the map (actually titled "Map" in the folder) I can see all the changes. But when I open the same map through the associated configuration, I get the old version from before I made any changes. What am I doing wrong here? I'm wokring with Explorer build 1500 by the way.

Hi,

Configurations (.NCFGs) actually contain the map, Add-ins, etc - so you'll need to re-add the map to the NCFG and re save then copy to your central location.

I have gone into the configuration manager and re-saved the map under the "choose your own map" button. It didn't have any effect though. I know that the proper map has been distributed because it is sitting in the users ArcGIS Explorer folder on their local machine, but somehow even after copying the new ncfg over the old one on a users machine, Explorer is still opening the old configuration. It doesn't make any sense to me since this old configuration no longer exists!
