Build 1700 a problematic build ?

I just uninstalled build 1700 from my users and re-installed 1500. The main reasons for this step back :

a)Projection and projection transformation problems. The users use a lot x,y through find tool, a lot of times the x,y through GGRS_87_to_WGS_84 were incorrect

b) ArcGIS explorer crashes a lot of times when raster data is loading and we cannot send reports

c)Notes taken and opened in another software e.g. Google Earth were incorrect

a) We have identified the problem with how ArcGIS Explorer applies (or rather does not) transformations and we are working on a solution.

b) What kind of raster data?
Does the crash occur in both 3D and 2D? 
Does an error message appear? what does it say?
Is there a lot of content in the map, or does it occur when you load in the first raster (randomly)?

c) My guess would be that you have a coordinate system and map transformation applied when you create the content for google earth, and problem 'a' is also showing itself for this?  If you use an ArcGIS Explorer default map, create a note and then share it as KML, the KML should display in the same location in Google Earth.

b)We are working only in 2D because a) the software is too heavy and slow in 3D b) shapefiles cannot appear good in 3D (too thick lines).

b)The raster is in tiff format and it occurs radomly. There are of course certain tiffs that it crashed always when i tried to open them but i fixed them by re-referencing them.

c) Even if i digitize in google earth and open it in Arcgis Explorer i have the same problem
