I am restarting this issue.  None of the fixes that I have tried as suggested in previous threads have worked.  When I start ArcGIS Explorer 1500, no stock base maps are drawn, and I get the error message:  The basemap contains one or more invalid layers.  No matter which base map I choose, I get the same error.  I can add World Country Boundaries from ArcGIS Online.  I can get directions from point to point (e.g., Philadelphia to San Diego) - the route is drawn and directions provided, but background is white (no basemap).  I have uninstalled and reinstalled at least 4 times with same result.  I have deleted all caches:  on restart, still no stock basemaps.

If I Test Connection Speed, I get:

Download Speed:  Good  192 kilobits per second
Network Latency:  Excellent  0 ms
Proxy Server:  Passed  No proxy server
Network Route:  Failed  Test Site Unreachable

I am using Windows 7 home.

Any suggestions?  Thanks

can you add GIS Services directly from the ArcGIS Online server.

On the Ribbon Home Tab
Click Add Content
Click GIS Services
New Server Connection

And enter in the this URL:
http://services.arcgisonline.com/arcgis/services

You should see a variety of services listed.  The ArcGIS Explorer basemaps (default map) uses services from this server.

Mark - I cannot add GIS Services this way.  I get a pop-up which says Failed to connect to http://services.arcgisonline.com/arcgis/services.

I have a similar problem, no "Basemaps." However I can add and view services from:
http://services.arcgisonline.com/arcgis/services

so, theoretically, I should also be getting the basemaps, but I just get a blank view (except when I select on the content I just added (i.e., USA_Topo_Maps)

I don't get it

I am having similar issues. I can add layers directly from the ArcGIS Online website but cannot from ArcMap's ArcCatalog.

On a side note, we have employees from India who are connecting into a virtual machine (located in Boston) who are unable to view ANY ArcGIS layers within the map. If I log on to the same virtual machine (from Boston) the layers show up fine. Any ideas?
