It used to be easy to add local shapefiles and feature classes to the old ArcExplorer application. Is there an easy way to do this in ArcGIS Explorer? Do you need ArcGIS Server? What is the approximate cost of ArcGIS Server?

Hi - you can add various kinds of local data to ArcGIS Explorer desktop by using the Add Content button, including shapefiles and feature classes from FGDB and ArcSDE geodatabases, see the help at:
http://webhelp.esri.com/arcgisexplorer/1200/en/index.html#add_content.htm

If your question is about ArcGIS Explorer online, I dont think that the current version can add local datasets like this.
