My organization is anticipating updating this year from Enterprise 11.1 to 11.5 when it comes out.
Currently, we share our GIS content through the "old" Web Map Viewer. Since that is going away, this is a great time for us to transition our content to Web Apps, specifically Experience Builder.
If I start creating apps through Experience Builder Developers version 1.16, will they be compatible to import into the Enterprise 11.5 environment when it comes out? I would love to get started on creating out-of-the-box apps as soon as possible.
You actually wont even need to import them if you're using developer edition. That code is placed on your own server, referencing maps in your portal environment. If all you're doing is upgrading the portal version, you might expect some unrelated breaking changes (ie. differences in the behavior of the map viewer, etc), but no, you should be able to get started now.
Source: I had experiences built back when we were on 10.8.1, and our upgrade to 11.1 went fine.

I do host a couple custom widgets, but don't want to host my overall experience builder applications. I'm a 1-person developer team, so I don't want to bite off more than I can chew.
