why a user with the Creator role can't view or edit a widget in Experience Builder using ArcGIS Enterprise Online , just admin who can view all widget

Your question is unclear. ArcGIS Online and ArcGIS Enterprise are two different products. Which one are you asking about? If you are using ArcGIS Enterprise, please state the version number?

What widget are unable to view or edit?

I suspect you are asking about the ability to create and register a custom widget in ArcGIS Enterprise. This privilege is limited to Admins only because it is potentially very dangerous. Custom widgets can potentially do anything, so limiting this power to Admins reduces the likelihood of a user intentionally or accidentally running destructive code on your Enterprise environment.
