Description:
Using a map tool that requires you to click on the map will select parcels.
For example, using the measurement tool will select parcels whenever you click.
It does not select the parcel if popup's are enabled.
Steps to Reproduce:
1. create a brand new experience and add a map widget.
2. disable popup's in the map widget settings
3. enable the measurement tool
4. add a web map with parcels to the map widget (ex. https://www.arcgis.com/home/item.html?id=72c02b3804324b5cb1c413cecb6e52a0 )
5. run preview, click measurement tool, then a parcel and it will select the parcel.
