Search and Near Me Widget requires authentication

Hi there folks, we recently upgraded our ArcGIS Enterprise System from 10.9.1 > 11.3.  This included updating our authentication from IWA to SAML.  After the upgrade we noticed an issue with Experience Builder, specifically with the search widget and near me widget.

We have several Exb applications built that have been shared to "Everyone", however, non-licensed users are being prompted for authentication when trying to use the search and/or near me widget.  Some specific examples include searching for an address or taxlot.

To validate this behavior, I created a simple instant app that utilizes our custom in-house locator service and shared it out to "Everyone".  This worked just fine.  So, I did the same thing with Exb and used the same web map and locator service.  Yup, non-licensed users are now prompted for authentication even though all items are shared to "Everyone".

Is anyone else experience this issue?

Below is our setup/configuration

Three tiered system:

  1. Server "A" - contains our web adaptors (server/portal)
  2. Server "B" - contains arcgis server and data store
  3. Server "C" - contains portal for arcgis

We are fronting the web adaptor with a load balancer and our Enterprise System is behind a firewall and for internal use only.  Also, I found this document related to the issue and it won't be fixed until 11.5.

Any thoughts on this?  Exb has become useless to us if we can't share apps to our internal departments.

Thanks for your feedback. One question, is the " in-house locator service" shared to the end-users publicly?
