Public can't access Experience, asks for a sign in.

My ArcGIS Experience sharing is set to public, as far as I can tell all the items in the Experience are set to public as well. But when I try to share the link to the published experience it asks people to sign in and the buttons to cancel sign in or X out of the prompt don't seem to work. Is there a way to make an Experience so non-ArcGIS users can access it?

As far as I can tell, there's something under Cultural Assets that isn't shared publicly
