End-user of one of my apps has complained that in the Search widget - ArcGIS World Geocoding Service, it's incredibly annoying that he cannot search for a coordinate location with LAT LONG, and then every time he pastes LONG LAT, he gets brought to some random location in the world, which is not what he wants.
I see this article https://www.esri.com/arcgis-blog/products/arcgis-online/mapping/configure-locator-organization to create a Locator View Portal Item on ArcGIS Online, but this option is not available in my Enterprise environment. Clicking New Item > Locator > immediately prompts us to enter the URL; there is no page or option to select Locator View. Enterprise version is 11.3. What gives?

If you are using the ArcGIS World Geocoding Service locator, it should accept both LONG LAT and LAT LONG. From my testing, both return the correct result.
By creating a locator view, you can refine the coordinate types you want. I can create a new locator view in an Enterprise 11.3 environment, please get in touch with our Support team if you cannot do this in your environment.

Did you ever figure this out? I am trying to create a locator view to allow region-specific searches and I am running into the same issue.
[Copying from a different post] ....we had to configure the ArcGIS World Geocoding Service for ArcGIS Enterprise (not simply add it as a locator in the Utility Service). I had misunderstood the documentation before. Once we added it via ArcGIS Online, we were able to add a custom Locator view for our organization.
