Does a relate in Experience Builder require a relationship class?

My IT department tells me relates in Web App Builder require a relationship class.

That's an unfortunate limitation. I have cases where I want to relate to items that cannot be in a relationship class, such as a database view that is registered with the geodatabase. (For what it's worth, the database view has a URL column, to be used as a hyperlink column, pointing to on-prem network files.)

Question:

Does Experience Builder have the same limitation: can a relate only be created using a relationship class?

This isn't my area of expertise, so let me know if I've misunderstood something.
