Chart Widget in Experience Builder Limiting Records When Web App Builder did not

I am converting some of our applications from Web App builder to Experience Builder so that we can maintain these applications once Web App Builder applications are no longer available for viewing. 

I am trying to replicate a chart widget that creates 4 linear series showing index scores for 4 fields in a feature layer representing bus stops. In Web App Builder, I would get a warning saying there are a lot of features, and that it may be slow. However, I can hit ok, and a chart will appear showing all records in the current extent (we have it set so the map filters the data to the visible stops within the map):

In Experience Builder, there appears to be a more strict limit on how many records can be displayed in a chart:

I set a data action to filter the data based on the extent, but that results in a chart only showing up when a user is zoomed in pretty far - I'd like to show all of the data in a chart at any extent.

Does anybody know of a good work around for this? Or what the technical difference is between Experience Builder Chart widget and the Web App Builder version? I have not been able to figure out the subtleties in why Web App Builder could bypass the warning and still display the data, but Experience Builder cannot. We can leave up our Web App Builder version for now if needed, but would like to have a good explanation for why this is happening, and to have a plan for when Web App Builder applications are completely taken down.
