Add a new language to an experience builder application

Hi.

We have downloaded the experience builder developer edition 1.19 and we are trying to build an app which will then be published/hosted on an IIS webserver.

The problem that we are facing is that the Experience builder developer edition OTB comes with a predefined set of supported languages  and  there is no documentation on how to add a new "unsupported language"
 
All the documentation that we could find is about localizing a custom widget but not the application itself entirely.
 
We are looking for a technical solution/hints/tips (like what configs to change and which files to translate)  that would allow us to add a new language to the client application that would eventually be published/hosted on IIS. We are not interested in adding any languages to experience builder designer application but only to the final published application.
 
The solution must include the option to add the same language to the ESRI JavaScript API which is localized separately from the Experience builder shell.
 
Any help from the community will be much appreciated.
