Split Layer List and Legend options in the Map Widget properties

I often hide layers from the legend in a web map because I don't want users to know they are there (to avoid confusing and hide black magic trickery). It's frustrating the the legend and layer list widgets are there, but not separately toggled.

I'm not sure what the benefit of combining them is, besides compacting two buttons into one.

I would also like to have the option of providing our users a standalone Legend button alongside the other map tools, similar to Map Viewer and Instant Apps. I have had feedback that having to click into the Layers list is not intuitive. I can see the value in having a separate Legend widget, but I'd love this to be a standard map tool offering.
