I have an app in experience builder where I have duplicate layers within different groups that have exclusive visibility. Our client will use the app to edit attributes of each layer, but due to the many layers necessary, the edit widget is cluttered with layers. Although the hidden ones are greyed out in the widget, the app would be much easier to use if they were just hidden until made visible.
There are 13 layers in the edit widget where only 5 are visible layers in the map.
Did you find a solution to this as I'm having the same problem with the Edit list very cluttered.
@Laura I'm not using the developer edition, I'm just using the most recent one available in AGOL. All the layers require the same amount of zoom for my purposes. Do you know if this can be customized in the dev ed?
@RachelS I did not find a solution, we ended up opting to code a non-Esri based custom application instead of a COTS solution. Though I am still interested in a work-around. Please let me know if you find anything, I suspect there's a way to do it in the dev ed.
However, I believe it would be a logical and useful option to have available in the standard ExB.
I am using Portal 11.2 without the issues you are listing. If the layers are turned off in the layer list then they do not show in my editor pane.

Same behavior if I publish the layers individually or as a group layer.
I'm using Portal 11.3 and all the layers turned off still show for editing.
I wonder if anyone from ESRI could confirm if this is the case for 11.2 and 11.3.
