Map Layers list - no available actions

If there are no available actions for the layer, then don't show the ellipsis in the layer list.
I have a map with a LOT of layers. I've switched off the data actions for the map layers widget, and painstakingly gone through every single layer in the data pane and switched off the allow export option. It would look much nicer AND be a far better user experience if the ellipsis wasn't displayed for every single layer and group of layers when all it's going to do is report that there are no available actions.

Ignore me - I've found the Enable data action toggle switch which switches them off 🙂
