Make panels of add data widget and query widget resizable for small screens to match Windows advised screen settings

When using a small laptop screen with Windows advised screen settings at 150% (browser size at 100%) the panel for adding layers as opened from the add data widget does not honor this 150% and partly opens below the screen, hiding the button for adding the layer to the map.

Another issue occurs in the query widget: when from the action button the panel for 'related data' is opened, it opens on top but partly outside the screen so it can no longer be closed (close button is outside the screen).

Using a  13,3 inch screen with Windows advised screen resolution of 1920x1080 at 150%. The experience builder is a jewelry box with the widgets open from a sidebar widget > section widget.

The panel can then no longer be resized to make the button show unless:

- the browser settings are changed or the screen size is reduced.

- another section is opened from the sidebar: e.g. if a layer widget is opened from another section, the panel of the query widget pops back in the screen.

Users are unaware of this behavior. IMHO this UI harms the UX.

Any thoughts on if this could be fixed?
