Windows server2008 R2 create site faild

Failed to create the site. Admin URL 'http://WIN-GU8TDOAE2NS.LOCALDOMAIN:6080/arcgis/admin' is not reachable. Check if the URL is accessible.

Make sure you are not using any special characters. There is a bug on this, I believe.

Try:

Stop ArcGIS Server Service

End process on any arcgis server service that is owned by the arcgis user

Start ArcGIS Server Service

Try to create site again.
