What configuration/Specs for a Microsoft ArcGIS 10 License server?

Where can I find the build specifications/configuration to build a Microsoft 2008R2 server?  I have 300 licenses on a virtual server and the users connections are intermittently being disconnected or slow. The current Memory and CPU average around 55% and the network utilization is only around 10% - looking for the specs to see if additional resources are needed - Thank you

A VM with a single vCPU and 2 GB of RAM is what I have been recommending. Sounds like a network configuration issue as opposed to server capacity issue (the LM check-out process is very light in terms of resource usage).
