I have installed ArcGIS Enterprise 11.1 with the ArcGIS Enterprise Builder on a Windows Server 2019. 

Accepted most default options but I set it to install it to my Data drive, E:\Program Files\

I have run into problems after the install with the ArcGIS Enterprise Configuration Wizard

It gets so far then I get this error: 

Unable to register the Portal with the Web Adaptor. Please make sure that the Portal is running and that the account specified has administrative privileges.

I found this url which details the error:

I can open the ArcGIS Server Manager site and the Portal Site and login no problem with the user just created.

Is there anything else which could be tried to solve this issue?

I just resolved it there on Friday evening.
The Web adaptor has some Prerequisities

I did have these installed but just went through to check they were installed, and they were as I got the Repair option.  I went through the repair option for both - and that may have sort the issue itself, but on the Web Deploy one I think it was there was optional elements, I changed the dropdown this time to Install all optional elements on this machine.  

You may need to resintall the web adaptors again. I then manually configured the web adaptors and federated the server as opposed to completing with the Configuration Wizard

No I don't think there is anything related there.

I can access by url ok on the internal network. 

I can't access the web adaptor because I don't think it has actually been configured yet.
When the Enterprise Configuration Wizard runs, it always gets to the point below.

Then this error:

I can login to the Portal Homepage ok at: https://machinename.domain.local:7443/arcgis/home/ with the credentials created in the configuration above.

I can also login to the Server Manager at the url: https://machinename.domain.local:6443/arcgis/manager/
logging in with the same credentials.

Following on from the above the Data Stores may have registered ok. I see the following when I login to server manager and they validate ok.

does manually trying the configure web adaptor options get you the same error?

When I try to access the url to configure the adaptor: https://domain.com/portal/webadaptor I get the error: 

HTTP Error 500.19 - Internal Server Error
The requested page cannot be accessed because the related configuration data for the page is invalid.

After reading various forums which said to reinstall Portal - so i removed and reinstalled Portal and the web adaptors for Portal and Server.

Upon reinstalling the Web Adaptors a browser window opens at the following urls:

http://localhost/portal/webadaptor

http://localhost/server/webadaptor

Both display this error:

So I'm assuming there is some issue with the web.config file - If I try to edit the edit the settings in IIS I get the following error:

is trying the 11.1 installs manually (without the builder) something you can try?
