Template usage from the apps solutions

I Have a question about the usage of the templates. Such as the link below or similar

I have only just came across these items, browsing the esri site. 

Are these templates free to use, and do they work in just Arcgis Online or can they be used with Arcgis Enterprise such as 11.3
I have never used one or deployed one such as this, so I was interested to find out the details of usage and deployment to an environment such as Arcgis 11.3 Enterprise.  I could not find the documentation detailing much apart from the Apache license agreement at the bottom.

Hi @Russell_Ferguson,

Once you are signed in in Portal on your ArcGIS Enterprise 11.3 you can open the app launcher and you will see a Solutions icon.

Once you click that it will redirect you to the solutions available for your ArcGIS Enterprise deployment. I checked and I was able to deploy Roadway Management.
