Server 10.2 to 10.3

We just moved everything from 10.2 to 10.3.

I don't know if something changed in the servers that would make some of my web-apps work and other not.

City of Ashland Cemetery

I have a few others that work and some that do not.

Is there some thing we are forgetting to do to get it to work?

This webbapp I redirected back to the 10.2 server and is working

I think I found the answer. We did not cache a basemap when we moved over our services.
