Problem in opening arcMap (posted screen shot)

When I am trying to open ArcMap 10.6  this is the message I get. I tried to solve it by typing services.msc, on the service local ArcGIS does not appear on the service (local) list.

I need help on how to solve this thank you.

Did you upgrade your ArcMap?

It seems you have a concurrent license getting license from a license server of an outdated License Manager version. It may be not on your machine, license server can be on another computer.

Find and open an ArcGIS Administrator. There you will find a name of a license server machine. It seems you should upgrade your license manager software on your license server.
